BACKGROUND AND COVERAGE
It is now broadly accepted that some governments are more capable than others at making the right policy choices and implementing them effectively. But what specific capabilities and conditions are required to make and implement the right choices? There is scant writing on this vital question, beyond arguments about the importance of institutions. It is time for the social sciences to advance the debate by analyzing and identifying the skills, resources, and institutional arrangements necessary for effective policies and governance.
The issue of effective policy and governance is particularly relevant to the large dynamic economies of Brazil, Russia, India, China and South Africa – the BRICS – which have become major players on the international stage in recent decades. They are now major sources of not only investment, foreign aid and technology, but also ideas on development and governance. The different pace and trajectories of their development offer rich materials for exploring key issues in development. Further insights can be gained by comparing their experiences to those of other countries in Latin America and Asia.
Following the first and second “International Symposium on Development and Governance in the BRICS” held in Shanghai, this Third Symposium aims to explore the varied dimensions of development models in the BRICS and Latin America. Its objective is to develop a comprehensive framework for building policy and governance capacities of governments to achieve development goals. The Symposium is a part of a broader intellectual project to advance Non-Western ideas of development based on the development path of the BRICS and other emerging economies.
The Symposium will be a multi-disciplinary gathering of researchers from a variety of disciplines. Researchers from the global south, particularly Latin America, will feature prominently. It will be forum for not only for presenting research papers, but to build a community of scholars who share a commitment to crafting alternative models of development based on the BRICS’ experiences.
Papers should demonstrate strong connections to literatures in Development Studies or/and Public Administration and Public Policy. The papers will be peer reviewed and considered for publication in a special issue of prominent international journal. The possibility of an edited book based on the symposium will also be explored.

CONTRIBUTIONS FORMAT AND PROCEDURES
Please email your abstract [in MS-Word] to: brics_pa@fudan.edu.cn. Abstracts (~500 words) should include the main points to be covered in the paper. Please include your last name in the file name and include the following in the subject of your email “Abstract for the BRICS symposium 2018”.
LOGISTICS
The organizers will offer three-night hotel on 04, 05, 06 Dec/18 and provide conference meals for a limited number of selected papers (one author per paper). A limited number of grants to cover the travel expenses of of authors from institutions in low- and middle-income countries are available on a competitive basis.
